BY-LAWS
OUR LADY OF THE ROSARY PARENT TEACHER ORGANIZATION
(Revised October 2005)
1. Article I - Name
This organization shall be known as Our lady of the Rosary Parent Teacher Organization (OLR PTO).
2. Article II – Policies
Section 1. The policies of this organization shall be in harmony with the regulations of the Diocese of Charleston.
Section 2. This organization shall not interfere with the policies or administrative activities of the school.
Section 3. This organization shall be noncommercial and nonpartisan.
Section 4. This organization shall conduct fundraising activities to benefit the school. These and all other activities of this organization shall be subject to the approval of the Pastor and the Principal.
3. Article III - Membership and Dues
All parents/guardians and teachers of children in Our Lady of the Rosary School shall be eligible for membership in this organization. A contribution per family will be collected to help defray administrative and operating costs. The amount of dues is to be determined annually by Executive Committee.
4. Article IV - Officers
The officers of this organization shall be President, Vice President, Secretary, Treasurer, and a Teacher Representative of Our Lady of the Rosary School.
5. Article V - Executive Committee
The Executive Committee shall consist of the Pastor and the School Principal, and the elected officers.
6. Article VI - Standing Committees
The Standing Committees shall be a membership of at least nine self nominated cabinet members that should attend one meeting per month unless otherwise needed as deemed by the executive committee. Said cabinet members will participate and vote on projects, fund raising ideas, and spending plans beyond the budget should excesses arise. The cabinet members of the Standing Committees shall commit to serve for one year.
7. Article VII - Special Committees
Section 1. Such Special Committees shall be created by the Executive Committee, as may be deemed necessary to promote the objectives and carry on the work of the organization.
Section 2. The Coordinators of each Special Committee shall present a plan of work to the Executive Committee for approval.
Section 3. The Coordinators shall submit a completed summary for record keeping purposes.
8. Article VIII - Elections
Section 1. The President, Vice President, Secretary, and Treasurer shall be elected annually by secret ballot at the regular meeting of the organization in the spring and installed at the regular meeting of the organization in May.
Section 2. A majority of the votes cast by those holding current membership shall decide an election.
Section 3. No officer shall be elected for more than two successive terms of the same office.
Section 4. Officers and cabinet members will be self nominated. Nominations are subject to approval by the Executive Committee
Section 5. In the event of death or resignation of an officer, a successor shall be nominated by the Executive Committee with the approval of the Pastor and the Principal.
9. Article IX - Duties of Officers
Section 1. President. The President shall preside at all general meetings of the organization and its Executive Committee; shall oversee the work of the officers and committees; and shall serve as the PTO representative on the School Board.
Section 2. Vice President. The Vice President shall act as aide to the President in all his/her duties; shall perform the duties of the President in the absence of that officer; and shall serve as liaison between the Executive Committee and the Coordinators of the Standing Committees.
Section 3. Secretary. The Secretary shall record the minutes of all organization and Executive Committee meetings; shall handle all correspondence pertaining to PTO affairs; and shall handle all other correspondence delegated to that office.
Section 4. Treasurer. The Treasurer shall have charge of all funds belonging to the organization; shall pay all the obligations of the organization after they have been authorized by the Executive Committee; shall present a report on the financial condition of the organization at the scheduled meetings; shall furnish a statement to the members at the close of the official year; shall be responsible for reports to the Diocese.
Section 5. Executive Committee. The Executive Committee shall supervise and promote the activities of the organization; shall authorize all expenditures of the organization up to a maximum of $500; shall approve the plans of the work of the Committee Coordinators.
Section 6. PTO Cabinet. The cabinet members shall participate and vote on projects, fund raising ideas, and spending plans beyond the budget should excesses arise.
10. Article X-Meetings
Section 1. The number of meetings shall be determined by the Executive Committee, but no less than four meetings a year shall be called.
Section 2. The Executive Committee shall meet once per month and as needed otherwise.
Section 3. Special meetings of the Executive Committee of the organization shall be held upon call by the Executive Committee, the Pastor, or the Principal.
11. Article XI - Additions and Changes to the By-Laws
Amendments may be made to the By-Laws at an Executive Committee meeting by a majority of the members present, provided a formal notice of said amendment was announced at the previous Executive Committee meeting.
12. Article XII - Parliamentary Authority
Robert's Rule of Parliamentary Procedure may govern the procedure of this organization
